Healthy Homes Compliance For Rental Properties

New Zealand’s Healthy Homes Standards require all rental properties to have ceiling insulation and underfloor insulation installed, as well as a ground moisture barrier (where possible). These must also be installed to a professional standard, using products of a particular quality. If you are a landlord, it is your responsibility to ensure that your rental property’s insulation is up to standard. Failure to comply with the regulations may result in fines of up to $4,000.

What are the healthy homes standards for insulation?

Ceiling insulation and underfloor insulation must be installed in all rental properties (where reasonably practicable). If the property has existing insulation, it must meet the following conditions in order to comply.

  1. Insulation must be installed in accordance with the New Zealand Standard 4246:2016.
  2. Insulation must still be in reasonable condition, with no mould, dampness, damage or gaps.

Even if insulation is present in your rental property, it may not have the required R-ralue. For rental homes in Christchurch, insulation must have the following R-values to be considered compliant.

  1. Ceiling insulation must have an R-value of 3.3 or higher.
  2. Underfloor insulation must have an R-value of 1.3 or higher.

Existing ceiling insulation that was installed before 1 July 2016 must be at least 120mm thick. If your rental property’s ceiling insulation is less than 120mm thick, this may still be considered acceptable if both of the following conditions are met.

  1. The landlord can prove that the insulation’s R-value was at least 3.3 when it was installed.
  2. The insulation’s thickness has not degraded by more than 30% since it was installed.

A ground moisture barrier must also be installed in all rental properties where reasonably practicable. If the property has an existing moisture barrier, it must meet either of the following conditions in order to comply.

  1. Moisture barrier must have been installer by a professional with a vapour flow resistance of at least 50MNs/g, or
  2. Moisture barrier must be a polythene sheet installed in accordance with section 8 of New Zealand Standard 4246:2016.

There may be some instances where your rental property is exempt from some or all of the insulation or moisture barrier requirements. The most common exemptions are as follows.

  1. It is impractical, or unsafe to access and/or insulate the ceiling or underfloor.
  2. The ceiling or floor has another habitable space directly above or below.
